That's a very old trick that means absolutely nothing. We used to show off
Calmas (a Spanish shoe that no longer exists) that way about six years ago.

The DWR (durable water repellency) has worn off. All you need to do is toss
the parka in a clothes drier on the low heat setting or iron it (just warm to
touch) with a clothes iron. When the parka gets really old, wash it with
Nikwax DWR Direct (I think that's the name).
